The People First Year Six Impact Report is a year-long creative endeavor telling the story of the City of Norfolk, Virginia’s St. Paul’s Transformation Project, a unique partnership between city government and the Norfolk Redevelopment and Housing Authority (NRHA). Through Federal grant funding and local support, the project aims to revitalize Norfolk’s overlooked Tidewater Gardens community into a mixed-use, mixed-income community of the future. It’s an economically vibrant, environmentally resilient place where people of all incomes, backgrounds, ages and cultures can live, learn, work, play and thrive.
Each year, the city produces an Impact Report to tell the story of the project thus far as well as highlight its successes and note any areas of improvement. This Year Six edition of the report (2024-2025) was incredibly well-received by city leadership and won the Annual Report category of GDUSA’S 61st End-of-Year, Best-of-Year competition.
